research report said a Russia-linked operation targeted more than 20 organizations, including Ukrainian government bodies, defense and intelligence agencies, embassies, think tanks and defense-industry companies. The campaign focused on Ukraine and Europe but also extended to organizations in the Middle East and Asia.
The reported operation allegedly used AI agents across several stages of the attack. These agents helped gather information about potential victims, create phishing infrastructure, execute commands inside compromised systems, steal credentials, and process large volumes of stolen data.

Claude is being continuously used for automated cyber espionage. In November 2025, Anthropic said a China-linked group used Claude Code in a campaign targeting approximately 30 organizations worldwide, including technology companies, financial institutions, chemical manufacturers, and government agencies. One report confirmed that Claude performed an
estimated 80%–90% of the operational work, while human operators provided limited direction and approval.
Another technical report said that attackers used Claude for malware development, infrastructure acquisition, phishing, persistence, command-and-control activity, and data theft. Claude was used to automate government-style reports monitoring Uyghurs, Tibetans, political figures, activists, and foreign media. The company said it identified the surveillance operation during its pilot stage and found no evidence that it had been used against real targets before it banned the account.
